Guiyang City is on its way to a circular economy. One step of establishing a waste management plan, is the planning of safe, ecological and economical efficient hazardous healthcare waste management. This includes the collection, transporting and treatment of the waste. In 2004 the hazardous healthcare waste in Guiyang City was incinerated by a small scale incinerator which was built in 1992. For other regions, small coal boiler in hospitals for providing warm water and hospital heating, were used for onsite burning. Another common way was the burying of waste on the hospital compount. The regulation "Healthcare Waste Management No. 380" of the Peoples Republic of China (P.R.C.) which is valid since 2003 was not – or just partly implemented in Guiyang City.
In the feasibility study 12 scenarios were developed and analyzed.
